Canada

Le Canada est officiellement un pays bilingue, mais tous les media sont unilingues (sauf ce blog...!), notamment au Québec, ou tous les media (télévision, radio, papier) prennent parti pour la défense du français, ou la défense de l'anglais, alors que la majorité de la population des grandes villes est bilingue... et qu'une minorité de francophones mélange savamment la sauvegarde du français et l'indépendance du Québec...

Il faut dissocier les deux sujets... la défense de la langue française par le bilinguisme au Canada ou non, et l'indépendance du Québec ou non.

- Je propose la creation d'un parti politique au Canada dont la priorite serait l'implantation du bilinguime dans tout le Canada, y compris au Quebec. Le parti Liberal et le parti NDP ont eu leurs chances, ils ne semblent pas capables ou vouloir trancher sur les sujets... Avec la langue francaise solidement établie dans le reste du Canada, le Quebec pourrait se sentir plus rassuré sur la perennité du francais au Canada, et les partisans d'un Quebec independant devraient alors s'identifier comme tels aux elections.

Je pense que les temps ne sont pas a la separation, mais si le Quebec devenait independant, la question serait donc purement une volonté politique.

Je propose que la chaine televisee gouvernementale CBC emette des emissions en francais sur sa chaine anglaise, et des emissions en anglais sur sa chaine francaise... Mais attention, ce jour la, ne marchez pas dans la rue trop pres des immeubles d'appartements... il pourrait y avoir des postes de tele qui passent par la fenetre des apartements des immeubles... et un poste bloqué sur des emissions anglaises va peser le meme poids qu'un poste bloqué sur des émissions francaises...!

Bien entendu la défense de la langue française est inscrite dans la Constitution canadienne, et donc cette défense est assurée par le Président du Canada. Il n'y a pas de Président...? C'est donc la Reine d'Angleterre qui est censée assurer la défense de langue française au Canada...? la même reine qui préside le Commonwealth anglais, qui existe pour assurer le commerce entre ses membres et promouvoir la langue anglaise...! je vois...

Alors je vote aussi pour un changement de constitution lorsque Elizabeth II prendra sa retraite et pour un Président Canadien élu au suffrage universel (ou une Présidente...), avec une invitation annuelle a la famille royale anglaise bien sur, pour ne pas changer les bonnes habitudes...

Canada is officially a bilingual country, but all the media are unilingual (except this blog...!), in particular in Quebec, where all the media (television, radio, paper) take side for the defense of the French language or of the English language while the majority of the population in the big cities is bilingual... and a minority of French speaking people mix purposely the safeguard of the French language and the independence of Quebec...

Both issues must be dissociated... the defense of the French language through bilinguism in Canada or not, and the independence of Quebec or not.

- I propose the creation of a political party in Canada with a priority on developing bilinguism in all of Canada, including Quebec. The Liberal party and the NDP have had their chances, they don't seem able or willing to take a clear stand on the subjects...
With the French language clearly established in the rest of Canada, Quebec could feel a bit safer for the future of the French language in Canada, and those in favour of an independent Quebec would then be more easily identified as such when election time comes. I think that times are not for anyone to separate, but if Quebec was to choose to become independent, the question is purely political will.

- I propose that the government television channels CBC present programs in French on their English channel, and programs in English on their French channels... But watch it, on that day, don't walk too close to the apartment buildings... there could be television sets going through the apartment windows... and a television set blocked on English programs is as heavy as a television set blocked on French programs...!

- Of course the defense of the French language is written in the Canadian Constitution, so this defense falls upon the President of Canada. There is no President of Canada...? The Queen of England and of Canada is in charge of defending the French language in Canada...? the same queen who presides over the Commonwealth which has 2 objectives, promote the commerce between its members, and promote the English language...! I see...
Then I also vote for a change in the Canadian Constitution when Elizabeth II retires, and for a Canadian President elected with a universal vote (one man one woman one vote...), with an annual invitation to the royal family of England of course, let's not change the good habits too quick...
