Tony Blair était le représentant du Royaume Uni au Conseil de l'Europe lors de la campagne pour rester ou non dans l'Europe. Et pourtant, on ne l'a pas entendu pendant la campagne... car le premier ministre anglais Cameron pensait sans doute que ses interventions ne seraient pas appréciées par le public anglais, pour cause de guerre en Irak entre autres.
Tony Blair vient de proposer de donner une seconde chance aux Anglais en tenant un second référendum une fois que les conditions de sortie de l'Europe seront clairement établies. Y compris les risques de départ de l'Ecosse et l'Irlande...
Je reviens de quelques jours en Angleterre, et c'est vrai que les deux commentaires que j'ai le plus entendus ont été:
- "Si j'avais réalisé ce qui risquait d'arriver, j'aurais voté pour rester dans l'Europe...
- Le gouvernement ou les opposants auraient du nous présenter clairement les deux options, avec leurs avantages et leurs inconvénients..."
Je suis d'accord avec Tony Blair, il faut donner une seconde chance aux anglais l'an prochain, quand les conséquences du vote BREXIT seront mieux connues.
Et je me demandais... est-ce que les démocrates et les républicains américains pourraient également avoir une seconde chance de voter pour le candidat qui va les représenter a l’élection présidentielle dans 10 jours? Maintenant que la personnalité de Donald Trump et les agissements passés du Fonds Clinton sont mieux connus (emails toujours avenir par contre)...
On pourrait avoir Bernie Sanders contre Ted Cruz, et entendre parler un peu plus des programmes en compétition...
De toutes façons, si l’assemblée législative américaine reste a droite (renouvellement d'un tiers dans 10 jours), un président américain démocrate ne pourra pas plus avancer que le président Obama depuis 6 ans.... et la Chine et la Russie ont tireront des conséquences...

Tony Blair was the representative of the UK to the European Council when the referendum was held in the UK, for staying or not in the European Union. And yet, we never heard him during the campaign. The then Prime Minister of the UK, Bill Cameron, was probably thinking that his meddling into the campaign would do more harm than good, because of the war in Irak among other things.
Tony Blair has just proposed to give a second chance to the UK citizens by holding a second referendum once the conditions for getting out of the European Union are better known. Including the risk of seeing Scotland and Northern Ireland leave the United Kingdom...
I just came back from England and I must admit that the two comments I heard the most were:
- "If I had realized what were the risks of leaving, I would have voted to stay in Europe
- The government should have presented to us both options more clearly, with their advantages and disadvantages."
I agree with Tony Blair, the UK citizens must be given a second chance next year, when the consequences of the BREXIT are better known.
And I was just wondering... could the American Democrats and Republicans have a second chance to choose their representative for the presidential election in 10 day? Now that the personality of Donald Trump and the dubious actions of the Clinton Fund are better known (emails still to come mind you)...
We could have Bernie Sanders against Ted Cruz, and hear a bit more about the programs in question...
Anyway, if the American Legislative Assembly remains on the right conservative side (one third being renewed in 10 days), an American Democrat president will not be able to do more than President Obama since 6 years... and China and Russia are going to draw their conclusions...

* ONU, pourquoi faire? United Nations, what for?

Les Nations Unies ont été créées en Octobre 1945. De temps en temps, on se demande a quoi sert cette organisation, surtout quand on voit les effets des guerres qui se succèdent dans le Village.
N'oubliez pas que les Nations Unies sont composées de plusieurs organismes, dont les principaux sont:
1. L’Assemblée Générale, qui permet a tous les pays de s'exprimer devant les autres pays, sur les sujets qui préoccupent les habitants du Village.
Les guerres sont le sujet le plus abordé. Mais a quand un débat sur l'Islam radical politique terroriste et sur la laïcité?... On ne débat pas des sujets trop brûlants?...
2. Le Conseil de Sécurité, qui prend des résolutions pour la paix et la sécurité des habitants du Village, avec 5 membres permanents et 10 membres temporaires (élus pour 2 ans).
Sauf que... les casques bleus ne sont mis en place que pour protéger une paix déjà en place, et sauf que les cinq membres permanents ont un droit de veto: USA, Chine, Russie, France, Angleterre.
Mais vous vous souvenez la dernière fois que les USA, la Russie et la Chine étaient d'accord sur un sujet...?! moi pas... Il faudrait au moins exiger 2 veto pour bloquer une résolution a mon avis.
3. La Cour Internationale de Justice de La Haye. Mais une poignée de pays, dont les USA et Israël refusent d'en faire partie et ne reconnaissent pas cette institution.
Faudrait-il alors exclure ces pays du Conseil de Sécurité?... pour moi oui...
4. Organisation mondiale de la Santé. Chargée d’améliorer la santé des habitants du Village. Mais leur budget n'est que de 1 milliard de dollars payé par les états, et 3 milliards de contributions volontaires.
Dans ces conditions, pourquoi les milliardaires américains créent-ils leurs propres organisations pour éradiquer telle ou telle maladie? pourquoi ne pas se presenter a la presidence de l'Organisation Mondiale de la Sante et y verser leurs fonds? Bill Gates et Warrren Buffet ont promis de se debarrasser de 90% de leurs fortune, soit plus de 100 milliards de dollars...!
Vous vous demandez toujours pourquoi les Nations Unies ont l'air de ne pas marcher? moi pas...
Et au vu des commentaires ci-dessus, je propose même de déménager le siège de l’Assemblée Générale de New York USA vers un pays démocratique neutre.
Je propose le Canada, et Montréal, une ville qui parle déjà toutes les langues du monde, y compris le français, la langue des anciennes cours royales européennes; l'anglais, la langue internationale d'Internet; et depuis deux ou trois ans, le chinois...

2. The Security Council, which takes resolutions for peace and security of people in the Village, with 5 permanent members, and 10 temporary members (elected for 2 years).
Except that... the blue helmets are only put in place to protect peace once it is established, and except that the 5 permanent members have a right to veto any resolution: USA, China, Russia, France, England.
But do you remember when was the last time that USA, Russia and China agreed on a subject...?! I don't... In my opinion at least 2 veto should be necessary to veto a resolution.
3. The International Court of Justice of The Hague. But a few countries, among them the USA and Israel, refuse to recognize this Court and abide by their resolutions.
Should we then exclude these countries from the Security Council?... For me, yes...
4. World Health Organisation. In charge of making health better for everyone in the Village. But their budget is only 1 billion dollars paid by the countries, and 3 billions from free donations.
Under these conditions, why are the American billionaires creating their own organisations to stop this ot that sickness? why not be a candidate for the presidency of that World Health Organisation and give it their money? Bill Gates and Warren Buffet did promise to get rid of 90% of their fortune, ie more than 100 billions of dollars...!

And based on all above comments, I even propose to move the head office of the United nations from New York USA towards a democratic neutral country.

Cirque au Moyen Orient / Circus in the Middle East

Les Etats Unis s’apprêtent a lancer une offensive majeure, y compris un appui au sol, pour regagner la ville de Mossoul, en Iraq, encore aux mains du Califat de Syrie - Iraq.
Et après la reprise de la ville, ils quitteront la ville, qui restera aux mains de...? Les Iraquiens ou les Kurdes?
Les Irakiens... n'ont toujours pas de gouvernement d'union nationale, coincés pour toujours entre les Sunnites et les Chiites.
Ou les Kurdes? pour qui Mossoul est la capitale d'un état de 22 millions d'habitants (Kurdistan) qui avait été créé pendant prés de deux ans, avant que les Turcs n'imposent leur refus a la communauté internationale... Mais dans ce cas la, la Turquie va se fâcher... et refuser leur assistance future aux avions américains.
Alors a qui les américains remettront-ils les clefs de la ville?
Ou partiront-ils en laissant encore une fois le chaos derrière eux, avec une guerre a suivre entre les Kurdes et l'Iraq soutenu par la Turquie?

The USA are getting ready to launch a major attack including troops on the ground, to regain the city of Mosul, in Irak, city still in the hands of the Caliphate of Syria - Irak.
And after they regain control of the city, they will leave, and the city will stay in the hands of...? The Irak government or the Kurds?
The Irak government is still not governing, stuck between the Sunnites and the Shiites.
Or the Kurds? for them, Mosul is the capital of a State which was created for 2 years with over 22 millions people, but was abolished quickly after upon the insistence of Turkey with the international community... But in this case, Turkey will get mad and refuse their future assistance to the American planes.
So to whom will the Americans leave the keys of the city...?
Or will they again leave with chaos behind them and a war to follow between the Kurds and Irak helped by the Turkish government?
Place your bets, the Middle East Circus is still alive and well...

En 1993, Shimon Perez, alors premier ministre de l’état d’Israël, avait souhaite bonne chance au peuple palestinien avec son état, qu'il soutenait.
En 1994, il recevait le prix Nobel de la paix, pour avoir négocié avec les palestiniens.
En 2007 il devenait président de l’état d’Israël, jusqu'en 2014.
Paix a son âme, pour cet homme de paix.
Mais son principal échec: pendant 7 ans a la présidence de son pays il a été incapable de faire partager ses convictions a son peuple, coincé entre ses convictions, l’extrême droite israélienne et le Hamas soutenu par l'Iran.
Un article international récent disait que l’étendue des colonisations israéliennes dans les territoires occupes palestiniens rendait impossible aujourd'hui la création d'un état palestinien.
Erreur. Le nouvel état d’Israël a pu déplacer 1.5 millions de palestiniens hors d’Israël en 1947 et 1948 sans que la communauté internationale s'en émeuve, reconnaissant de fait l’état de Palestine, pour la communauté internationale et pour Israel... Le nouvel état de Palestine devrait pouvoir en faire de même avec le million d'habitants israéliens dans ces habitations illégales dans ses territoires occupés...?
En fait, le problème d’Israël et de la Palestine est simple:
- Ou bien Israël reconnait l’état de Palestine, demain, sans conditions, comme déjà les trois quarts des pays a l'ONU, et vide (ou non) les développements non reconnus par la communauté internationale.
- Ou bien (ma préférence) il n'y a qu'un pays, appelez le Israël ou Palestine, ou un autre nom, et le 1.5 millions de palestiniens exclus en 1947 et 1948 sont re-admis, et ce nouveau pays doit se doter d'une constitution démocratique, applicable a tous, juifs, chrétiens, et musulmans.
J'ai déjà propose dans ce blog une constitution démocratique non inspirée par l’extrême droite israélienne, avec 4 ou 5 provinces semi-autonomes, dont deux a majorité juive, comme les régions en France ou les provinces au Canada, avec Jérusalem comme capitale; un premier ministre issu de la majorité a l’assemblée législative; et une présidence tournante pour l’état, et pour la ville de Jérusalem, entre Juifs, chrétiens et musulmans.
Le pape François pourra alors retourner vivre a Jérusalem et fermer le Vatican... son rêve secret devenu réalité... et devenir le premier maire de Jerusalem...?
PS: cela aiderait aussi beaucoup si Israël et les Etats Unis voulaient bien finir par reconnaître la Cour Internationale de Justice de La Haye, comme 90% des pays a l'ONU...

But his main failure: while he was President of Israel for 7 years, he was unable to have his citizens share his convictions, stuck between his convictions, the extreme right in Israel, and the Hamas supported by Iran.
A recent international news article was saying that the extent of the Israeli settlements in the Palestinian occupied territories was such today that it would be impossible to create the Palestinian State.
Wrong. The new State of Israel was able to quick out 1.5 millions of Palestinians out of Israel in 1947 - 1948 without the international community saying anything, thereby recognizing the State of Palestinian, for the international community and for Israel...
The new State of Palestine should eb able to do the same with the million of people living in the illegal settlements in the occupied territories...?
In fact, the problem of Israel and Palestine is quite simple:
- Either Israel recognizes the State of Palestine, without any conditions, tomorrow, like already the three quarters of the countries in the United Nations, and empty the illegal settlements not recognized by the international community.
- Or (my preference) there is only one country, call it Israël or Palestine, or another name, and the 1.5 millions of Palestinians kicked out in 1947 and 1948 are re-admitted, and this new country must have a democratic Constitution applicable to all, Jews, Christians, Muslims. I already proposed on this blog a democratic Constitution not inspired by the extreme right of Israel, with 4 or 5 provinces semi-autonomous, lie the regions in France or the provinces in Canada, with Jerusalem as its capital; a Prime Minister issued from the majority at the Legislative Assembly; and a rotating Presidency for the Sate and for the city of Jerusalem, rotating between Jews, Christians and Muslims.
Then the Pope Francis can go back to live in Jerusalem and close the Vatican... his dream made true... and become the first mayor of Jerusalem...?
PS: it would also help if Israel and the USA would finally recognize the International Court of Justice of The Hague, like 90% of the countries at the United Nations...

I already proposed on this blog a democratic Constitution not inspired by the extreme right of Israel, with 4 or 5 provinces semi-autonomous, lie the regions in France or the provinces in Canada, with Jerusalem as its capital; a Prime Minister issued from the majority at the Legislative Assembly; and a rotating Presidency for the Sate and for the city of Jerusalem, rotating between Jews, Christians and Muslims.
Then the Pope Francis can go back to live in Jerusalem and close the Vatican... his dream made true... and become the first mayor of Jerusalem...?
PS: it would also help if Israel and the USA would finally recognize the International Court of Justice of The Hague, like 90% of the countries at the United Nations...

Les Etats Unis ont reconnu avoir bombarde et tue 60 militaires syriens, "par erreur", quelques jours après la signature avec la Russie pour une trêve en Syrie pour laisser entrer notamment les organisations d'aide aux civils.
Il aurait mieux valu faire signer un acord entre l'Iran et l'Arabie Saoudite, mais passons...
1. "Par erreur"... relire mon dernier blog ci-dessous... sans doute un sous-traitant qui a confondu le troisième immeuble de la rue Mohamed Abdallah avec le troisième immeuble de la rue Abdallah Mohamed...
Ce n'est pas première fois, et ce ne sera pas la dernière.
2. Les démocraties occidentales sont en guerre avec l'Islam politique extrémiste. Et qui dit guerre dit morts... des deux cotes, a tort ou a raison, par erreur ou non. Si vous ne supportez pas les morts, la guerre et les attentats terroristes, jeter votre poste télévision a la mer ou dans la rivière, et partez vivre au pole nord. Ou au pole sud.
3. En redoublant soudain d’activité aux Etats Unis cette fin de semaine, le Califat de Syrie et d'Irak s'invite dans l’élection américaine.
Dans toutes les démocraties occidentales du Village, le terrorisme et l'afflux d'immigres fait voter cette année un peu plus a droite, un peu plus loin du cœur.
Aux Etats Unis, le Congres qui vote les lois est déjà a droite. Aux prochaines élections législatives de Novembre (un tiers a renouveler) il passera un peu plus a droite grâce aux questions d'immigration et de terrorisme. Et le vote présidentiel sera également un peu plus a droite que prévu l'an dernier, donc favorable au milliardaire Trump.
De toutes façons, entre Trump et Clinton, les Américains vont devoir choisir.
Et Si Madame Clinton est élue, elle pourra nommer le gouvernement, qui... ne pourra rien faire pour cause de Congrès républicain, tout comme le gouvernement d'Obama depuis 4 ans.
Quoi que... ils ont deux autres candidats: un candidat écologique, et un candidat libertaire (diminuer le gouvernement et les taxes...).
Le candidat "socialiste" (Bernie) avait préféré tenter sa chance a l’intérieur du parti démocrate... Dommage.
4. Si les Etats Unis changeaient enfin leur Constitution (voir mes blogs depuis 3 ans...), ils pourraient avoir un gouvernement choisi parmi la majorité au Congres, avec un premier ministre, au lieu d'un gouvernement nommé par le président; et ils pourraient avoir une élection présidentielle ou chaque voix compte, sans grands électeurs intermédiaires comme en Chine, et avec 6 candidats au premier tour, et un deuxième tour entre les deux candidats les mieux places - ou ceux qui ont recueilli plus de 20% de voix par exemple. Les 6 candidats cette année par exemple?
A gauche: Écologiste (Jill Stein), Socialiste (Bernie Sanders), Démocratique (Hillary Clinton)
A droite: Républicain (?), Libertaire (Rand Paul), Extreme droite (Donald Trump).
Et au deuxième tour... Bernie contre Trump...?!
Note: Remarquez que les Américains auront également deux autres choix en Novembre 2016 le jour du vote: aller au golf ou a la pêche, ou immigrer au Canada...

The USA have acknowledged that they bombed and killed 60 Syrian soldiers by mistake, a few days after the signature with Russia of a peace treaty in Syria so the Red Croissant and other organisations could come and help the civilians.
It would have been better to have a peace treaty signed by Iran and Saudi Arabia, but... of well...
1. "By mistake"... read again my previous blow below... probably a subcontractor which could not make the difference between the third building on street Mohamed Abdallah and the third building on street Abdallah Mohamed... It is not the first time, and it will not be the last one.
2. The Western democracies are at war with the extremist political Islam. And if you said war, then expect deaths... on both sides, right or wrong, by mistake or not. If you cannot stand deaths, war and terrorist attacks, throw your television into the sea or the river, and go and live in the North Pole. Or the South Pole.
3. By doubling suddenly its activities in the USA this week end, the Califate of Syria and Irak gets into the American presidential election.
In all the Western democracies of the Village, terrorism and more and more migrants pushes the vote this year to the right, a bit further away from the heart. In he USA, Congress which votes the laws is alerady on the right side. At the next legislative elections in November (renewing one third), it will shift a bit more to the right thanks to the questions of immigration and terrorism. And the presidential vote will also be a bit more to the right than might have been expected last year, ie more favorable to the billionaire Mr Trump.
Anyway, between Trump and Clinton, the Americans will have to choose.
And if Mrs Clinton is elected, she will be able to nominate the government, which... will not be able to do anything for the next 4 years because of the Republican American Congress, just like the government of Mr Obama over the last 4 years.
Mind you, they have two other candidates: an ecologist candidate, and a libertarian candidate (reduce government and taxes...). The Socialist candidate (Bernie) tried to go for the nomination of the Democratic party. What a pity, oh well.
4. If the USA were to finally change their Constitution (see my blogs for more than 3 years...), they would be available to have a government chosen among the majority of the Congress, with a Prime Minister, instead of a government nominated by the President; and they could have a Presidential election where each vote counts, without any great electors in the middle, like in China, and with 6 candidates on the first vote, and on the second vote 2 weeks later, a vote between the two candidates who came first - or those who got more than say 20% of the votes for instance. The 6 candidates for this year 2016 would be?
On the left: Ecologist (Jill Stein), Socialist (Bernie Sanders), Democrat (Hillary Clinton)
On the right: Republican (?), Libertarian (Rand Paul), Extreme Right (Donald Trump).
And on the second vote... Bernie against Trump...?!
Note: Mind you, the Americans will have two other options on the day of the vote in November 2016: go golfing or fishing, or immigrate to Canada...

Les Etats Unis n’envoient plus de soldats a l’étranger, ils utilisent des drones. Pourquoi pas... sauf que... Ils n'ont plus assez de personnel qualifié pour piloter leurs drones (à distance, depuis un ordinateur a des milliers de kilomètres), drones utilisés notamment en Afghanistan et en Irak. Pour missions de reconnaissance ou autres...
Alors ils ont commencé à sous-traiter ces taches a des entreprises indépendantes.
Le métier de mercenaire n'est pas mort...

They do not have enough qualified personnel to pilot these drones (from a computer a few thousands miles away), drones used for instance in Afghanistan and Iraq. For mission of recognition or others...
So they have started to sub-contract these tasks to independent contractors.
The future of mercenaries is not dead...
