Le meme jour, 19 janvier 2020, les USA et la Corée du Sud découvraient leur premier cas de coronavirus COVID19.
Population respective: 330,000,000 et 50,000,000 d'habitants soit un facteur de 6.5 environ.
Une semaine après cette découverte, le gouvernement sud coréen et les autorités médicales du pays décidaient des mesures a prendre pour lutter contre la pandémie a venir.
6 semaines après cette reunion du gouvernement Coréen, le gouvernement des USA émettait enfin... seulement des recommendations, a charge au gouverneur de chaque état de les suivre ou non.
Si j'ai bien lu, les mesures prises par la Corée du Sud ont été...
1. Créer 600 centres de dépistage, en dehors des hôpitaux pour ne pas surcharger le personnel medical existant. Multiplier la fabrication des tests, y compris pour les conducteurs pouvant rester au volant. Résultat des tests sous 2 a 3 heures.
A noter que l’Allemagne également mis la priorité sur la fabrication des tests dès la fin janvier.
Par contre les tests aux USA n'ont pas été utilisables avant la fin Février, et les tests privés n'ont été autorisés par la FDA que fin Février, soit minimum 5 semaines de perdues.
2. La Corée du Sud a su garder la production de masques sur son territoire (10 millions par jour), a titre préventif, sachant que les pandémies avaient tendance a se multiplier ces dernières années.
Avec un stock de masques suffisants, les autorités ont pu immédiatement demander a la population de porter un masque en permanence a l extérieur de leur domicile.
3. Oubliez la vie privée, on est en temps de guerre. Donc les autorités coréennes ont mis en place rapidement un suivi quasi policier des personnes déclarées positives, via les cameras de sécurité, les cartes de credit et les GPS dans les telephones ou les voitures. Avec diffusion d'alerte si vous avez croisé le chemin d une personne déclarée positive, pour venir vous faire tester immédiatement.
Et également suivi pour les personnes venant de l'étranger pendant leur quarantaine (amende de 2,000 dollars?)
4. Verification de la temperature des clients a l'entree de tous les restaurants et magasins.
5. Pas d’arrêt de l’économie ou d'assignation a residence (distanciation physique recommandée? a vérifier?).
Résultats a ce jour pour la Corée du Sud:
Maximum de cas positifs journaliers atteints le 29 février, soit 6 semaines après le premier cas déclaré.
En date du 11 Avril, 12 semaines après le premier cas identifié, 11 semaines après la reunion de mise au point du plan de defense, et 6 semaines après le maximum de la courbe, le total est 11,000 cas identifiés et 211 personnes décédées.
* Ramené a la population des USA cela nous donnerait environ 75,000 cas identifies et moins de 1,400 personnes décédées, 6 semaines après le maximum de la courbe.
En date du 11 Avril, les USA en sont a 500,000 cas officiellement identifiés, mais les tests ne sont toujours pas disponibles a volonté, pres de 3 mois après le premier cas, donc a mon avis, comptez 1,000,000 de cas ou plus, soit un facteur de 90 fois plus que la Corée du Sud...
Les USA sont rendus a 20,000 personnes décédées environ soit encore un facteur de 90.
Enfin le haut de la courbe pourrait être atteint cette semaine si vous êtes optimiste, soit 6 semaines après la Corée du Sud. On retrouve les 6 semaines (fin Janvier a mi-mars) pendant lesquelles le president du Trumpistan a utilisé la méthode Coué en refusant de sacrifier l’économie pour espérer assurer sa re-election en novembre, et en racontant que tout était sous contrôle avec des discours euphorisants sans contact avec la réalité (pas de tests valables avant debut mars) ou contre les recommendations des experts de le sante américains qui avaient décrété une urgence nationale dès le 31 janvier, le tout sans action fédérale réelle d'envergure. Jusqu a ce que, enfin... la chute de la bourse de 36% a la mi-mars le secoue... et l'oblige a donner la parole a un expert en matière de sante lors de ses shows journaliers en fin d’après midi et l'oblige a commencer a chercher des alibis pour son manque d'action d'envergure durant ces 6 semaines critiques.
Ces 6 semaines de retard, d'inaction du president et de messages euphorisants sans contact avec la réalité ont coûté des vies, évidemment.
La Corée du sud et l'Allemagne ont choisi de réagir très vite en donnant la priorité aux tests.
La Chine a choisi la manière forte en isolant la province d'ou était partie l’épidémie, ainsi que d'autres grands centres urbains, en y imposant un confinement total et en arrêtant l’économie pendant près de 2 mois.
La majorité des autres pays a suivi, souvent un peu tard, l'un de ces deux exemples en essayant de les adapter compte tenu de la pénurie de masques et de tests. Le Trumpistan lui a suivi avec beaucoup de retard, 6 semaines de retard.
Vous pouvez parier que plusieurs pays vont maintenant revoir a la hausse les budgets pour les épidémies (qui avaient été lentement coupés au fil des ans, y compris en France et aux USA), et la fabrication locale des protections ou matériels nécessaires en cas de pandémie. La prochaine pandémie n'est qu'une simple question de temps, qu'elle vienne d'Asie ou d'Afrique ou d'ailleurs.
J'allais oublier... deux autres differences entre la Corée du sud et le Trumpistan.
A. La Corée du Sud a un système de santé publique universelle, quasiment gratuit.
Le Trumpistan en est très loin, et le "socialisme" reste un gros mot dans beaucoup de cercles américains.
Et sans surprise ce sont les populations défavorisées, souvent d'ailleurs aussi sans assurance santé, qui paient le plus lourd tribut aux Etats Unis.
B. La Corée du Sud est une démocratie, en théorie... comme les USA...
La Corée du Sud a a sa tête un dictateur intelligent, éclairé... pas vraiment le cas du Trumpistan avec son dictateur mégalomane et vindicatif qui a mon avis a rate son examen de passage pour diriger son pays en temps de crise.

Mégalomane...? il vient d'ordonner de mettre son nom sur tous les cheques qui vont être émis pour aider les personnes et entreprises en difficulté... une premiere dans l'histoire des USA)

Le President du Trumpistan vient de supprimer l'aide de son pays (400 millions $) a l'OMS (Organisation Mondiale de la Sante)... en pleine pandémie du Covid19 dans le Village... Je vous laisse deviner a quel adjectif je pense pour qualifier cette action...
Et je suppose que tous les pays fatigués d'un Trumpistan de plus en plus égoïste et qui défie toutes les organisations mondiales l'une après l'autre réfléchiront maintenant a deux fois avant d'acheter les obligations qui vont être émises par le Trumpistan pour couvrir l’accroissement de son deficit de 2.5 milliard de dollars...

On the same day, January 19, 2020, the USA and South Korea discovered their first case of coronavirus COVID19.
Respective population: 330,000,000 and 50,000,000 people, ie a factor of 6.5 approximately.
One week after that discovery, the South Korean government and the Health authorities of the country decided which measures to take to fight the incoming pandemic.
6 weeks after this meeting of the South Korean government, the government of the USA finally issued... only some recommendations, up to the governors of each State to follow them or not.
If I read correctly, the measures taken by the South Korean authorities have been...
1. Create 600 testing centers, outside of the hospitals so they would not overload the health personnel in the hospitals. Increase the number of tests, including for the people staying at the wheel of their cars. Results of the tests within 2 to 3 hours.
Note that Germany also did put the priority on producing tests as soon as end of January.
On the other end the tests developed in the USA were not usable before end of February, and the tests produced by private companies were not authorised by the FDA before end of February, ie minimum 5 weeks lost.
2. South Korea did keep the production of masks on their territory (10 millions per day), as a preventive measure, as they knew that pandemics had a tendency to come more often in the last years.
With enough masks available, the authorities were able to immediately recommend to everyone to wear a mask as soon as outside their home.
3. Forget personal privacy, we are at war. So the Korean authorities did ut in place quickly a very strict and invasive follow-up of the people tested positive, thanks to the security cameras, the credit cards and the GPS in the phones and the cars. With sending you an alert if you did cross the path of a person declared positive, so you should come and get tested quickly.
As well as a strict follow-up of the people coming from abroad during their quarantine (fine of 2,000 dollars?)
4. Verifying the temperature of all clients entering a shop or a restaurant.
5. No stopping of the economy and no confinement at home (social distanciation of 6 feet to be verified?).
Results as per today for South Korea:
Maximum number of people tested positive reached around February 29, ie 6 weeks after the first known case.
As per April 11, ie 12 weeks after the first identified case, 11 weeks after the meeting to decide of the measures to be taken, and 6 weeks after the peak of the curve, the total of people tested positive is around 11,000 and 211 people died.
* If we multiply for the population of the USA, this would translate into 75,000 people tested positive and less than 1,400 people dead, 6 weeks after the peak of the curb.
As per April 11, the USA identified officially 500,000 positive people, but tests are still not available for all, almost 3 months after the first known case, so in my opinion count on over 1,000,000 positive people, ie a factor of 90 times the South Korean numbers...
The USA have now registered 20,000 people dead of the virus, ie again a factor of 90.
Finally the peak of the curve might be reached this week, if you are optimistic, ie 6 weeks after South Korea. You find again the 6 weeks (end of January to middle of March) during which the President of Trumpistan used the "methode Coué", refusing to impact the economy in hope of insuring his re-election in November, and saying that everything was under control with self-serving optimistic speeches without any contact with reality (no credible tests available until beginning of March) or against the recommendations of the Health American experts who had declared a national emergency as soon as the end of January, and all that without any significative action by the Federal government. Until finally... Wall street collapsed 36% in the middle of March and shook him... and forced him to let a health expert talk at his daily shows at the end of the day, and forced him to start looking for scape goats to justify his lack of consequent action during these 6 critical weeks.
These 6 weeks in delaying any serious action by the President and his "sleep well" messages without any contact with the reality have cost lives, of course.
South Korea and Germany chose to react quickly and gave the priority to the testing.
China chose the strong coercive approach and isolated the province from where the virus started, as well as some big cities, putting them in confinement and stopping the economy for around 2 months.
A vast majority of other countries did follow, a bit late, one of the two examples and tried to adapt them as they were lacking masks and tests. The Trumpistan did follow but much later... 6 weeks late.
You can bet that many countries are now going to increase their epidemic budgets (which had been slowly cut with each year passing, including in France and in the USA), and to increase their local production of protections and equipment necessary in case of a pandemic. The next pandemic is only a question of time, whether it will come from Asia, Africa or anywhere else.
I almost forgot... two other differences between South Korea and the Trumpistan.
A. South Korea has a universal health system, basically free for all.
The Trumpistan is far from it, and the word "socialism" remains a four letter word in many American circles.
And without much surprise the less fortunate people in the USA have been hit the hardest, also often without any health coverage.
B. South Korea is a democracy, in theory... like the USA...
South Korea is lead by a dictator, smart, and enlightened... not really the case in the Trumpistan with their dictator megalomaniac and vindicative who, in my opinion, failed his leadership test in time of crisis.

Megalomaniac...? He just ordered to have his name shown on all the checks going out as part of the 2.5 trillion package to help the economy, people and businesses... a first in the history of the USA
PS:
The President of Trumpistan just cut the American help to the WHO (World Health Organisation) (400 millions $)... in the middle of a Covid19 pandemic in the Village... I will let you guess what adjective I am thinking f to qualify this measure...
And I suppose that all the countries which are getting tired of a Trumpistan more and more selfish (MAAA Make America Alone Again), defying one after the other all the world organisations, will now think twice before buying the bonds which will be issued shortly to cover the American deficit increase of 2.5 billion dollars...
