Casse tete Chinois / Chinese puzzle

Le Nobel de la Paix a été attribué ce jour à un Chinois emprisonné en 2009 pour 10 ans, Mr Liu Xiaohong. Mr Liu avait été condamné pour subversion de l’Etat, une accusation grave dans tous les pays. Les reproches du gouvernement chinois à Mr Liu sont en fait principalement d’avoir signé et sans doute contribué à la «Charte 08», publiée le 10 Décembre 2008. Apres une lecture rapide, je constate que certaines demandes… ne sont pas réalisées aux Etats Unis, en France ou en Russie, et que certains passages ne tiennent pas compte des progrès de la Chine en 2010 (environnement, religions, etc…), peut-être suite a la publication de cette Charte d’ailleurs!

Le Président des Etats Unis a déclaré ce jour « Au cours des trente dernières années, la Chine a accompli de spectaculaires progrès dans la réforme de son économie et amélioré le niveau de vie de ses citoyens, sortant de la pauvreté des millions de personnes. Mais cette récompense (le Prix Nobel) nous rappelle que la réforme politique n'a pas suivi le même rythme". Au cas ou vous n’avez pas le temps de vous faire une idée sur la Charte 08 préparée par Mr Liu, je résume les 3 points durs:

- séparation des pouvoirs législatifs, judiciaires et exécutifs au travers d’une nouvelle Constitution, avec établissement d’une autorité indépendante pour l’observation des libertés fondamentales.
- armée placée sous la responsabilité du gouvernement (à mettre dans la Constitution).
- abolition du système de parti unique en Chine (à mettre dans la Constitution).
Tous les autres points proposés dans la Charte découleront de l’établissement de la nouvelle Constitution.
Le Président de l Equateur a fait réécrire la Constitution par les députés et les groups concernés en deux ans. La Chine peut le faire en quatre ans…?
Quand aux passages de la Charte 08 qui reprochent au gouvernement la défaite contre le Japon en 1890… ou en 1935…! ils étaient inutiles (ou électoralistes et ultra nationalistes?) et ont du être les passages utilisés pour l’accusation de subversion de l’Etat.

Mes propositions :

- Le Danemark crée un nouveau Prix Nobel, pour la Défense des droits de l’Homme, de la Femme et de l’Enfant, et garde le Prix Nobel de la Paix pour les personnes qui ont fait avancer la Paix au Village, ce qui n'est plus très souvent le cas...

- La Chine libère Mr Liu après une révision de son procès, si l’accusation de subversion ne repose que sur la Charte 08.

- La Chine réécrit sa Constitution dès le prochain Nouvel An Chinois. Mr Liu y est invité avec les représentants des autres groupes concernés. Si je suis invité pour animer des réunions, je vous tiens au courant…

The Peace Nobel prize was awarded today to a Chinese citizen jailed in 2009 for 10 years, Mr Liu Xiaohong. Mr Liu had been condemned for subversion against the State of China, a grave accusation in all countries. After a cursory reading, I see that many requests are not in force in the United States, France or Russia, and that some of the paragraphs do not take into account the progresses of China as per 2010 (environment, religions,...) maybe following this chart!

The President of the USA said today "Along the last 30 years, China has accomplished spectacular progresses on economic matters and has improved the living standards of its citizens, taking out of poverty millions of people. But this Nobel prize remind us that the political reform has followed the same momentum". In case you do not have the time to read Chart 08 prepared by Mr Liu, I will give you a resume of the three major hit points:

- separate legislative, judicial and executive powers thanks to a new Constitution, with an independent body to watch over fundamental liberties.

- army placed under the responsibility of the government (to be put in the Constitution)
- abolish the system of only one political party in China (to be put in the Constitution)
All the other points in Chart 08 can be included in the new Constitution.
The President of Ecuador had the Constituion re-writtne by the National Assembly and the concerned groups of citizens in les than 2 years. Can China do it in 4 years...?

As for the paragraphs of Chart 08 which condemn the government for the defeat against Japon in 1890… or 1935…! they were unnecessary (or for electoral purpose, or ultra nationalist?) and I guess they are the paragraphs that have been used in the government accusation of subversion. 

My proposals:

- Denmark should create a new Nobel prize, for the defence of Human rights, including rights of the woman and of the children, and they should keep the Peace Nobel prize only for those who have have help Peace advance in the Village, which has not been often their choice lately...

- China could free Mr Liu after revising his judgment, if the accusation was only based on Chart 08,

- China could update their Constitution for the next Chinese New Year. Mr Liu could be invited to participate, with the representatives of the other concerned groups. If I am invited to participate, I will let you know...
