* Enfin / Finally

Enfin... Al Quaida a clairement énoncé ce qui les ferait arréter de tuer des milliers d'innocents non musulmans ou musulmans... Apparemment ce serait que les USA ne soutiennent plus le traitement des Palestiniens par Israél et aide a créer l'Etat de Palestine. Cela aurait pu etre une demande pour des millions de dollars, ou pour la libération de terroristes emprisonnés dans plusieurs pays... mais créer un Etat Palestinien devrait etre assez facile, pour 2 raisons.

A. En 1947 les Nations Unies ont créé les 2 Etats d'Israel et de Palestine. Donc l'Etat de Palestine a deja été créé. Ceux qui avaient refusé de créer l Etat Palestinien a l'époque et d'appliquer la décision des Nations Unies devraient etre encouragés aujourd hui a parler, et rattraper le temps perdu.

B. Le Président des USA a indiqué avant et après son élection, que la Paix entre Israel et la Palestine etait un objectif clef pour la paix dans le monde (et aux USA). Il a raison, et cet objectif et son engagement sont ce qui lui a valu le prix Nobel de la Paix a mon avis.
Le conflit entre Israel et la Palestine a été le problème le plus sensible de ces 60 dernieres années, et beaucoup de pays et de gens dans le Village sont de plus en plus impatients pour qu'une solution pacifique soit trouvée... rapidement. Bien sur il faut etre deux pour bien valser... Alors je propose un plan simple..
"Pas de bonheur sans paix, pas de paix sans sécurité, pas de bonheur et de paix sans travail pour tous et respect mutuel et amour"... Allons-y...
1. Confirmation immédiate de la création en 1947 de l'Etat Palestinien par les Nations Unies, avec une carte, des frontières, et quelques endroits a négotier par les deux Etats ou leurs alliés au cours des 25 prochains jours, mois ou ans... peu importe...
2. Sur les 10 prochaines années, Immigration pour chaque Etat limitée a x% par an.
3. Permis de construire a délivrer par chaque Etat a l'interieur des ses frontières, mais par les Nations Unies dans les endroits en cours de règlement.

4. Aucune attaque sur la vie d'un Israelien ou d'un Palestinien dans chacun des Etats. Une nouvelle Cour de Justice constituée de 50% d'Israéliens et de 50% de Palestiniens (avec présidence tournante) pourra proposer des sentences a chaque Etat souverain pour toute affaire dont elle sera saisie par l'un des Etats.
5. Tous les sites religieux des 3 religions d'Abraham appartiennent au patrimoine du Village, et recevront 3 guardiens a la porte d’entree principale: un guardien Juif, un Chrétien, un Musulman. Pour les Chrétiens, par défaut ce pourrait etre un Franciscain.

6. Service militaire ou civique pour tous les jeunes hommes ou femmes entre 18 et 21 ans, dans les 2 Etats. Chacun aurait le choix de faire son service dans son Etat ou dans l'autre Etat, aprés accord. Un Palestinien étudiant en medecine pourrait servir un an dans un hopital de Tel Aviv, ou un étudiant israelien en medecine pourrait servir dans un hopital de Gaza. Pareil pour les menuisiers bien sur...
7. Deux semaines de vacances, en été, payées par les Nations Unies, pour tous les enfants de moins de 14 ans, pour leur faire découvrir l'autre Etat et les autres religions, dans des familles volontaires choisies.
8. Les permis de travail délivrés par chaque Etat devraient etre rendus plus faciles a obtenir.

9. Enfin, Jerusalem... il me faut un peu plus de temps pour faire une proposition... quelle est la votre?... et si on s'en occupait seulement après que chaque Etat ait appris a respecter et vivre avec l'autre...
Pas besoin de plus d'armes, plus de murs, plus de défiance. Seulement plus de respect de la vie de l'autre, de la différence de l'autre, et plus d'amour.
Combien a été depensé en armes et en murs par les 2 Etats et leur alliés depuis 60 ans? Combien de vies perdues, de mères ou de frères en larmes depuis 60 ans?
Et si on dépensait 10% de cet argent perdu, sur les prochains 25 ans, pour promouvoir le respect et l'amour sur ce bout de Terre Sainte? et chez quelques alliés... Le bonheur du Village ne peut plus attendre...

Finally... Al Quaida has clarified what would make them stop killing thousands of innocent non muslims and muslims at random... I heard it was that USA stops supporting Israel treatment of Palestinians and help set a Palestinian state. Could have been request for million of dollars, or for setting free terrorists arrested in many countries... but setting a Palestinian state should be pretty easy, for 2 reasons.

A. In 1947 the United Nations created both Israel and Palestinian states. So Palestinian State has already been created. Those who chose not to create it then and not to follow the United Nations’ decision should now be encouraged to speak openly for this creation and compensate for lost time.

B. The American President has clearly indicated before and after being elected that peace between Israel and Palestine was a key objective for peace in the world (and in the USA). The USA President is right, and this objective and his commitment to it is what won him the Nobel Peace prize, in my opinion.
The Israel / Palestine conflict has been the most sensitive issue over the last 60 years, and many countries and people in the Village are getting more and more impatient to get the situation resolved peacefully... and quickly. Of course, it takes two to tango...So I propose a simple plan...
"No happyness without peace, no peace without security, no happyness and peace without work for all and mutual respect and love". So here we go...

1. Immediate confirmation of the 1947 creation of the State of Palestine by United Nations, with borders and some disputed areas to be negotiated by both States over the next 25 days, 25 months or 25 years... not important...
2. Over the next 10 years, immigrants to be limited for both states to x% each year.
3. Construction permits to be delivered by each State within his undisputed borders, but by the United Nations in disputed areas until resolution.

4. No attack on any Israel or Palestinian life in either State. Ever. A new Court of Justice made of 50% Israelites and 50% Palestinians (with rotating Presidency) to propose sentence to each State proper authority for each issue brought to their attention.
5. All holy sites of the three Abraham religions belong to the Village greatness, and will receive three guardians at the main entrance door: one Jew, one Christian, one Muslim. For Christians, by default, it could be Franciscans.
6. Military or civic one year service to be asked from all young men and women berween 18 and 21 in both States. Each applicant has the choice to serve in his State or in the other State, after approval. A Palestinian student in medicine could serve one year in a Tel Aviv hospital, or an Israeli student in medicine could serve in a Gaza hospital. Same for carpenters of course.

7. Two weeks vacation in the Summer paid for by the United Nations for all children under the age of 14, to discover the other State and the other religions in chosen welcoming families.
8. Work permits delivered by each State to be made easier.
9. And finally, for Jerusalem... I need a bit more time to propose a solution... what is your proposal?... how about we solve after both parties have learned to respect and live with each other...
No more weapons, no more walls, no more mistrust. Just more respect of each other life, of each other’s difference, and more love.
How much was spent on weapons and walls by both States and their allies over the last 60 years?
How many lives lost, how many mothers or brothers in tears over the last 60 years?
How about spending 10% of all this lost money, over the next 25 years, to promote respect and love in this piece of Holy land? and at some of the allies... Happyness in the Village cannot wait any more...
