Le president des USA, Joe Biden, devrait créer rapidement en 2021 une commission du Congres pour preparer un amendement a la constitution américaine, un 28ème amendement, pour remettre un peu d'ordre dans la démocratie et la justice américaine...
Dans cet amendement il pourrait proposer trois items:
1. ELECTION - Le système des grands électeurs est aboli, et le president des USA est élu au suffrage universel (la Chine resterait alors le seul pays a utiliser encore un système de grands électeurs dans le Village...).
2. ARMEE - La vente, importation et possession d'armes militaires de guerre (y compris les armes automatiques a plus de 6 coups, chars, drones militaires, etc...) est interdite sur le sol des États Unis en dehors des forces armées américaines. Les armes actuellement en circulation seront rachetées par le gouvernement.
3. JSUTICE - Un président ne peut pas pardonner une personne si il y a la moindre présomption de conflit d'interet (affaires, politique, famille,...). Auquel cas le pardon devra être approuvée par le Congrès apres enquete, a la demande d'un seul membre du Congrès.
Et...
S'il reste de la place sur le papier de l'amendement 28..., je propose de rajouter trois items dans la Constitution américaine...
A. JUSTICE - L'abolition de la peine de mort... sauf dans le cas ou un tribunal militaire aurait été saisi, pour: assassinat terroriste de civils; meurtre de militaires et policiers dans l'exercice de leurs fonction.
B. ENVIRONNEMENT - La protection de la nature aux USA pour éviter toute mort d'humains, d'animaux ou de vegetation pour cause de détérioration du climat du Village suite a des actions humaines.
C. GOUVERNEMENT - L'obligation de presenter au vote de la Chambre ou du Senat chaque article de loi séparément, sans amalgames calculateurs qui bafouent le mandat du peuple.

The president of the USA, Joe Biden, should quickly create in 2021 a commission of the Congres to prepare an amendment to the American Constitution, a 28th amendment, to put some order in the American Democracy and Justice.
In this amendment he could propose 3 items:
1. ELECTION - The system of the Great Electors is abolished, and the President of the USA is elected by a direct vote of all Americans, one person equals one vote (China would then remain the only coutry to use a system of Great Electors in the Village...).
2. ARMY - The sale, importation and possession of military weapons (including automatic rifles with mo re than 6 bullets. tanks, military drones, etc...) is forbidden in the USA outside of the American military forces. Weapons presently in circulation will be bought back by the government.
3. JUSTICE - A President cannot pardon a person if there is the least possibility of conflict of interest (business, political, family,...). In which case, before being approved, the pardon should be investigated by the Congress, at the request of a single member of the Congress.
And...
If there is any room left on the paper for Amendement 28..., I propose to add three items in the American Constitution...
A. JUSTICE - Abolition of the death penalty... except for military courts, which should be ruling in the cases of: terrorist killing of civilians; murder of military and police personnel on duty.
B. ENVIRONMENT - Protection of Nature in the USA to avoid any death of humans, animals or vegetation because climate downgrading following human actions.
C. GOVERNMENT - Must present to the vote of the Chamber of representatives or the Senate each article of law separately, without putting together various articles, mocking the people's mandate.
